Chief Executive Officers (CEOs) are the highest-ranking officer in any organization and are responsible for establishing the overall strategic direction, making major corporate decisions, and acting as the primary liaison between the board of directors and operations.Ultimately the buck stops with the CEO to define the vision, foster the organization’s culture, manage the top-tier leadership team, and are operationally accountable for long-term growth and profitability.

So, it should come as no surprise that CEOs are confronting a make-or-break test of their leadership when it comes to AI transformation. Specifically, setting the pace for when, how and where to dedicate the budget, tools and resources for AI projects and guardrails.

CEOs take lead as AI investments surge

According to a World Economic Forum Leadership article “CEOs are all in on AI but anxieties remain.”

A recent BCG article titled “As AI Investments Surge, CEOs Take the Lead” summarized their third annual survey of CEOs and observed that:

  • “Nearly three-quarters of CEOs say they are their company’s key decision maker on AI, reflecting the need for an executive to connect the organizational and management dots that this revolutionary technology requires.
  • Four out of five CEOs are more optimistic about the ROI of their AI investments than they were a year ago.
  • Nearly all CEOs believe that AI agents will produce measurable returns in 2026.”

The above-mentioned BCG article also reported that

“About 90% of CEOs believe that by2028, AI will redefine what success looks like within their industry. Companies will move beyond simply deploying AI in everyday tasks to reshaping critical workflows and, for many, inventing entirely new business models. This shift reflects a recognition that end-to-end transformation maximizes ROI on AI investments.”

3 types of CEOs emerge

According to the BCG AI Radar 2026 survey, three broad groupings of CEOs emerge relative to AI transformation adoption:

  • Followers: (~15% of CEOs) This class of CEO does recognize the potential AI offers, but prefers to watch what others do before they actively engage in anything beyond limited pilots or small-scale potential projects and often wait for clearer evidence of impact or measurable ROI.Furthermore, BCG observes that “Their progress is incremental. Their anxiety is high and confidence low.”
  • Pragmatists: (70% of CEOs) This class of CEO is taking an active role in AI transformation, however from a more conservative, practical approach. Furthermore, BCG observes that “Their momentum is steady but rarely disruptive. They advance with the market rather than ahead of it.”
  • Trailblazers: (15% of CEOs) This class of CEO is clearly decisive and willing to put the resources necessary for success in play directly. Furthermore, BCG observes that “They have up skilled nearly three quarters of their employees. They are focused on large-scale change.Technology and energy and utilities are the industries most likely to have a trailblazer CEO; insurance and industrials and real estate are the least likely.”
